KZN Supports National Treasury Initiative to Eliminate Ghost Employees

Kwazulu-natal: KwaZulu-Natal Treasury has announced its readiness to back the implementation of a nationwide initiative aimed at verifying all government employees and investigating allegations of ghost workers and payroll irregularities in the public service, as outlined in National Treasury Instruction No. 4 of 2026/27.

According to South African Government News Agency, KwaZulu-Natal MEC for Finance Francois Rodgers stated that this initiative is pivotal for strengthening financial governance and advancing a capable and ethical State. Rodgers highlighted that the initiative reinforces accountability, improves the integrity of employee data, and ensures that public funds are utilized responsibly. This effort aligns with the government's commitment to building a capable and ethical State while addressing the increasing salary bill in the country.

The National Treasury instruction introduces a structured verification process for all payroll recipients as part of broader efforts to eliminate ghost employees and enhance the credibility of the public service payroll system. Rodgers emphasized that the exercise aims to address longstanding allegations of ghost employees within the public service and generate credible evidence to support action against any identified wrongdoing.

The verification process will require employees to confirm their identity and employment details through an online platform, using a unique QR code provided on their payslips. This platform will become accessible on 15 June 2026 and remain open for two months. During this period, government departments are expected to assist employees who may require support to complete the verification process.

Rodgers mentioned that after this phase, identified anomalies will undergo further physical verification by departments. He assured that KZN Treasury is prepared to support all provincial departments to ensure complete compliance with the verification process. He urged public servants to participate fully, noting that the exercise is a standard administrative process aimed at enhancing the accuracy of employee records and should not be viewed as an assumption of wrongdoing.

Rodgers concluded that the reform will strengthen oversight, promote clean governance, and ensure that resources are directed towards service delivery priorities.
